ECOT Participates in Senate Forum on “Employment Security Legislation for Older Persons in the Private Sector,” Sharing the Employer Perspective on Challenges and Directions for Reform

On 3 September 2026 at the Parliament Building, the Employers’ Confederation of Thailand (ECOT), represented by Mr. Bowornsak Klaharn, Advisor to ECOT, participated in the academic seminar entitled “Employment Security Legislation for Older Persons in the Private Sector: Evaluation and Directions for Reform.” The seminar was organised by the Senate Committee on Social Development and Children, Youth, Women, Older Persons, Persons with Disabilities, Disadvantaged Persons and Social Diversity, in collaboration with the King Prajadhipok’s Institute, at Banquet Rooms 102–103, 1st Floor, Parliament Building.

The seminar provided a platform for representatives from government agencies, the private sector, employers’ organisations, workers’ organisations, older persons’ representatives, civil society and academia to exchange views on the effectiveness of laws and measures related to the employment of older persons. Discussions also covered practical challenges and obstacles in law enforcement, as well as possible approaches to legal reform that would better respond to Thailand’s transition toward a super-aged society in the future.

During the discussion session on “Employment Security for Older Persons in Thailand’s Private Sector: Problems and Challenges,” Mr. Bowornsak participated as a representative of ECOT, exchanging views with government agencies and relevant stakeholders. He contributed the private-sector perspective on promoting employment opportunities for older persons and on developing legal mechanisms that can be effectively and appropriately implemented in practice.

The programme also included discussion of several policy options, including the amendment of existing laws, consideration of specific legislation, and hybrid approaches to promoting the employment of older persons.

ECOT’s participation in this forum reflects its role as a representative of the employer sector and its commitment to working with government agencies, the legislative branch and relevant stakeholders to support the development of labour policies and legislation that respond to changing demographic structures, while promoting appropriate and sustainable employment opportunities and the effective utilisation of the skills and experience of older workers.
